It can oc upto 3400 CL16 easily. I havent tried to oc or tweak ram before, so I dont really know what is required.As for tweaking the RAM like that I would look up some guides for that motherboard as everyone runs different options in different places for their BIOS.DDR4-3200 @ cl 16, or 3600 @ cl 18, will have identical latency, effectively ~10ns.
Depends on other factors, but it can sometimes be done.
CAS latency affects the time that it takes for the system to access the RAM. cl18 3600 is SLIGHTLY better than cl16 3200, i would not pay extra for the cl18.

Is there a reason you aren't considering a 3600 C16 kit like this one ?Either is fine but the 3600 C18 should be faster in Benchmarks and slightly faster (but probably not noticeable) in real world use.

When buying ram, as with any other component, check actual benchmarks as speed varies between models with the same speed and cl value. If sub-timings are better or worse on one or another, go with the one with tighter timings.
3600 @ 4.3, ... 3600 CL18 - 3600/18= 200 performance index. It tends to be more brand related as well.

And as jmcslob is saying, you will likely find that the 3600 CL19 kit can run at 3200 CL16 just fine (and vice versa), in which case you could run a few benchmarks and favorite games/apps to decide which configuration to stick with.
